Comrade Joseph Goddard, out of Barbados, made a presentation to CARICOM Labour Officials 12th Meeting on the paper entitled Labour's Platform for the Caribbean in March 2008 where he spoke about addressing the challenges, such as lack of political will and unsatisfactory social development, facing the labour movement.

In his address he urged stakeholders to ensure that national economies (and by extension the regional economy) were structured and managed to deliver on the important needs of Caribbean people such as full employment, job stability and improved quality of life.
